When you try to add "Budget Control" app from Marketplace, you might receive the following error message.

• Error:
  No privilege to proceed.
• Cause:
  One of the possible reasons is that a users other than system administrators is trying to add the "Budget Control" app.
  The "Achievement Management" app, which is one of the apps included in the "Budget Control" app, contains the pre-defined custom view named "Target/Achievement Management List."
  To configure a custom view, users need to have the system administrative permission. For this reason, only system administrators can add the Budget Control app.
